The republican speaker used a rarely-used rule that apparently allowed him to end debate and begin voting without making a separate motion. There was major confusion and then the vote ended.

Yesterday on the 5am news, they predicted 1-3 inches of snow. This went on until noon, when they decided it would probably be 2-4 inches. At 4pm they said 3-5 inches.
